The Return to Vice City

Under the thick heat of the Leonida Keys, two fugitives share a cold drink as the sun sinks beneath the open water. Sweat sticks to their skin, and condensation runs down their bottles. Just behind them, dock regulars go about their evening without paying any attention to the outlaws in front of them.

Travel a few miles north, and crowds of sunbathers cover the sands along Vice Beach. Head further inland, and the scenery shifts to muddy backwoods where locals rip across trails on dirt bikes. By nightfall, the energy pulls back toward downtown Vice City, where clubgoers pack the sidewalks to the heavy pulse of Miami bass and hip-hop.

It has been 13 years since Rockstar Games put out Grand Theft Auto V, a title that remains one of the most profitable, critically praised, and debated entertainment releases ever made. Roughly the same amount of time has gone into creating its successor, Grand Theft Auto VI. The game leaves behind San Andreas—the fictional take on Southern California—and sets up shop in Leonida, an expansive parody of modern Florida.

After more than a decade of hype, expectations are sky-high. Rob Nelson, head of development and co-studio head at Rockstar North, explained to Dazed that while external pressure is massive, the team’s internal standards are even tougher:

“However, I don’t know that any amount of external pressure could compare with the pressure we put on ourselves as a team.”

Evolving the Rockstar Formula

Rockstar’s modern reputation rests on two key titles that approached open worlds from very different angles:

  • Grand Theft Auto V (2013): Broke records by earning $1 billion within three days, leaning into wild satire, frantic car chases, and arcade shootouts.
  • Red Dead Redemption 2 (2018): Took the number-two commercial spot while slowing the pace down, prioritizing realism, deep survival systems, and heavy emotional weight.

GTAVI aims directly for the middle ground between those two styles. The world still offers fast sports cars and heavy weaponry, but the environment is far more grounded. In previous games, players could sprint through downtown with an assault rifle without drawing much attention until the bullets started flying. In Leonida, non-player characters (NPCs) notice weapons right away, react to erratic behavior, and alert law enforcement.

The studio aims to build a world that reacts naturally to player actions without stripping away the freedom that defines the franchise. As Nelson put it:

“We look back at our previous games with a critical eye and see where we want to evolve based on what we didn’t do as well as we would have liked to… A lot of what we do is very iterative, we adjust a lot of things by feel based on what is working and what isn’t.”

Jason, Lucia, and a Modern Crime Story

The narrative centers on two criminal partners, Jason Duval and Lucia Caminos. Jason is an ex-military operative running contraband, while Lucia is a street fighter fresh out of prison. Their dynamic marks the first time a mainline GTA title has featured a playable couple in the lead role, setting up a modern, crime-heavy romance inspired by Bonnie and Clyde.

The dual-lead structure brings new flexibility to missions and open-world exploration:

  • Fluid Swapping During Action: Players can switch perspectives mid-chase, taking the wheel as Jason or leaning out the passenger window as Lucia to return fire.
  • Casual Exploration: While driving to a heist, players can sit in the passenger seat and scroll through in-game social media feeds.
  • Shared Down-Time: Between jobs, players can ride watercraft along the coast or head out across the state together.
  • Independent Play: Players can stick together as a unit or split up to pursue individual scores across Leonida.

Lucia is also the franchise’s first fully developed female protagonist since the original 1997 top-down release. Rupert Humphries, senior vice president of narrative at Rockstar, noted that the narrative leans into the intimacy and friction between the two leads, supported by detailed physical animations like subtle touches and natural body language during cutscenes.

Physical Changes and Character Maintenance

Grand Theft Auto VI expands on the body-alteration systems first seen in Red Dead Redemption 2, where protagonist Arthur Morgan’s hair, beard, weight, and injuries changed based on player habits. In Leonida, player decisions directly alter Jason and Lucia’s physical appearance:

  • Diet and Exercise: Regular meals increase body mass, while working out adds visible muscle definition.
  • Fatigue and Stress: Skipping sleep to evade police pursuit or spending nights partying leaves visible bags and wear on characters’ faces.
  • Combat Wear: Street fights and crashes leave noticeable bruises, cuts, and lasting scars.

Building an Authentic Leonida

To capture the cultural quirks of Florida—from local “Florida Man” folklore to high-society nightlife—Rockstar put research teams on the ground across Miami for several years. Game writer Michael Wiafe pointed out that the goal was to look past easy internet memes and find what makes the region tick:

“It’s easy to go in with a cynical view and say, ‘Well that’s weird, put it in the game,’ but we couldn’t just stop there. We have to bring a sense of discovery to the players too, not just repeat cliches that already exist.”

Senior art director for characters Jamie-Lee Lloyd explained that the team spent years speaking with a wide mix of locals to nail the state’s visual identity:

“We will meet with ex-criminals, law enforcement, club promoters, gun dealers and anyone notorious or influential who’ll take our calls. We hang out, get a feeling for the place, listen to the stories…”

The Cast and Nightlife Ecosystem

The cast reflects that broad research:

  • Criminal Underworld: Players cross paths with veteran smugglers like Brian Heder, conspiracy theorist Cal Hampton, and bank robber Raul Bautista.
  • Music and Club Scene: Vice City staple Boobie Ike runs a local empire that includes the Jack of Hearts strip club and a recording studio managed by young operator Dre’Quan Priest.
  • Soundtrack Culture: The game highlights regional sounds ranging from classic Miami bass to modern hip-hop, featuring tracks inspired by artists like Kodak Black and Sexyy Red.
  • Rising Talent: The story follows the rise of local hip-hop acts like Real Dimez through in-game viral video platforms.

Fashion, Branding, and Crowd Design

To ensure the world doesn’t turn into a simple caricature, Rockstar put serious effort into its in-game commercial landscape. Stu Petri, vice president of 2D/UI design, oversaw the creation of custom brands, retail shops, and marketing campaigns designed to feel like authentic businesses.

Miami-based stylist Jillian Carr joined the project in 2023 to develop the game’s wardrobe systems, mapping out how different social classes dress across the state:

“Vice City is built around vanity. Between social media, celebrity culture and a constant flow of tourists, appearances carry significant weight, and trend cycles turn over quickly.”

The background NPCs benefit from new procedural tools that mix up ages, heights, tattoos, body modifications, and outfits tailored to distinct neighborhoods, whether it is the Cuban quarters of Little Cuba or the rugged backwoods of Mount Kalaga.

The Scale of the Production

Pulling off a project of this scale has required an unprecedented expansion across Rockstar’s global studios:

  • Rockstar North’s total studio headcount has more than doubled since shipping Red Dead Redemption 2.
  • A dedicated team in Los Angeles focused exclusively on building realistic pedestrian routines and crowd reactions.
  • More than 50 real-world street artists were brought in to paint murals throughout urban districts like Stockyard (inspired by Miami’s Wynwood art district).
  • Professional race-car drivers joined the engineering crew to tune vehicle physics, weight distribution, and road handling.
